JOB TITLE: PROJECT MANAGEMENT COORDINATOR – Strengthening Opportunities for Adolescent Resilience (SOAR)
Reports to:  Director – Social Development
Job Summary
To successfully deliver all aspects of CARE International in Zambia’s SOAR project by working closely with our primary partners and provide appropriate leadership for staff and other stake holders. The SOAR Initiative provides an intensive, high quality accelerated curriculum for adolescent girls who were unable to either start or finish primary school.  The program builds confidence in girls who need to overcome the social and economic factors that keep them from school, prepares parents to embrace educational opportunities for their daughters, and directly engages men and boys to be part of the support system.
Key Responsibilities and Deliverables
  1. Plans, designs and implements project deliverables in accordance with CARE Zambia’s operational plans, the Terms of Reference for the project as well as project methods and standards.
  2. Develops with key stakeholders a costed one-year work plan and updated M&E Framework.
  3. Prepares quality narrative reports as required by the donor and plans and leads workshops with key stakeholders, to ensure agreement and buy-in to proposed plans.
  4. Manages the implementation of the protocols for monitoring, evaluating, managing and reporting project quality and deliverables, as well as the budgetary and financial controls to account for and report on the utilization of project assets.
  5. Guides project staff and performs the full range of human resource management tasks including recruiting team members, delegating work, inspiring a team approach and monitoring, evaluating and reporting on individual performance.
  6. Fields and explores problematic issues arising from project activities; confers with project stakeholders and provides direct advocacy, training, mentoring and assistance as required.
  7. Establishes and maintains constructive business relationships with stakeholders including cross-functional links in CARE Zambia, counterparts in other NGO’s and government, and with affected communities; sets up and manages the information channels and tools essential to keeping stakeholders “in the loop” in a timely, efficient and consequential way.
  8. Participates in long-range strategic planning exercises and contributes professional expertise and operational experience to the development of strategies for CARE Zambia programs; acts as an advocate and change leader for best practices in project management methods, techniques, tools and technologies.
  9. Fields and identifies solutions to any problematic issues arising during project activities; participating in forums where project lessons can be disseminated.
  10. Facilitates the relevant coordination meetings with other SOAR partners working on adolescent programming and early childhood development issues to promote stakeholder engagement and consensus building.
  11. Adheres to all Organisation policies, procedures and business ethics and ensure that they are communicated and implemented within the team.
Qualifications, Experience and Skills
  • Degree in Social Sciences or Development Studies
  • At least 5 years relevant work experience.
  • Knowledge of early childhood and youth programming, added advantage
  • Qualification in project management with at least three years experience in managing projects involving multi partners and stakeholders added advantage
  • Demonstrated ability to write reports and training materials
  • Required to interact with other staff and community member, District and Provincial Education teams.
  • Proven ability to make project-related decisions involving staffing, budgets, assets and approaches.
  • Ability to proactively manage relationships with donors, government, partners, other CARE members and recipient communities.
  • Ability to work in a team
