The Road Transport and Safety Agency (RTSA) was established through an Act of Parliament; the Road Traffic Act No. 11 of 2002. RTSA has the mandate to implement Government policy on road safety and transport management. The following vacancies now exists for suitably qualified and experienced persons.
Risk Officer – RTSA 5 (1 Position)
Purpose of the job
To implement all aspects of the risk function, including implementation of processes, tools and systems to identify, assess, measure, manage, monitor and report risks
Duties and Responsibility
  1. Assist in the development of and manage processes to identify and evaluate business areas’ risks and risk and  control self-assessments;
  2. Assist in the process for developing risk policies and procedures, risk limits and risk appetite;
    Monitor major and critical risk issues
  3. Manage the process for elevating control risks to more senior levels when appropriate;
    Conduct compliance & risk assessments;
  4. Assist the risk manager to co-ordinate the company’s risk management portfolio;
  5. Assist various business units with risk management initiatives and processes to entrench a culture of risk management.
  6. Assist in the setting up of a management information reporting systems to enhance the level of reporting of the overall risks in the Agency
Risk Manager – RTSA 4 (1 Position)
Purpose of the job
To assess and identify the potential risks that may hinder the reputation, safety, security and financial prosperity of their organisation.
Duties and Responsibility
  1. Planning, designing and implementing an overall risk management process for the Agency;
  2. Risk assessment, which involves analyzing risks as well  as identifying, describing and estimating the risks affecting the business;
  3. Risk aluation, which involves comparing estimated risks with criteria established by the Agency such as costs, legal requirements and Safety factors, and evaluating the Agency’s previous handling of risks;
  4. Establishing and quantifying the Agency’s risk appepite i.e. the level of risk they are prepared to
    accept;
  5. Preparing risk reports in an appropriate way to all Heads of Departments to ensure they are aware of  risks relevant to their parts of business and to individuals to understand their accountability for
    individual risks;
  6. Corporate governance involving external risk reporting to stakeholders;
  7. Providing support, education and training to staff to build risk awareness within the organization
Head Risk Management – RTSA 2 (1 Position)
Purpose of the job
The job holder is responsible for evaluating overall risk, maintaining an active view and reporting on actual mitigated and residual risk in the Organization. All compliance activities are coordinated through this role.
Duties and Responsibility
  • Overseas and promotes the development and implementation of consistent risk control frameworks;
  • Develops and administers risk Management programs
  • Implements risk Management policies
  • Identifies, evaluate, mitigate, and monitor operational and strategic risk
  • Develops Enterprise Risk Management tools Agencys
  • Ensures the organization’s risk management policies and strategies are in compliance with applicable regulations
  • Provides regular briefings and guidance to the Director & CEO in order to ensure awareness of the risk profile and overarching risk management framework
