Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change (SBC) programming around the world. Primed by the Johns Hopkins Center for Communication Programs (CCP), Breakthrough ACTION partners include Save the Children, ideas42, ThinkAction, Camber Collective, ActionSprout, the International Center for Research on Women (ICRW), Human Network International/Voto (HNI/Voto), and the Communication Initiative. The vision of the project is to ignite collective action using next generation behavior change approaches to empower households and communities to become healthier and more prosperous. Breakthrough ACTION — Zambia is funded initially for three years with the possibility of a two-year extension. It is designed to support increased adoption of healthy behaviors related to HIV and AIDS, maternal child health, family planning, malaria, nutrition as well as potential investments in economic opportunities and education-related behaviors that collectively contribute to improved outcomes.

Job Title: Program Officer II
Reports to: Deputy Chief of Party (DCOP)/SBCC Advisor
Job Overview:
The Program Officer II provides effective leadership, management and coordination of field programs through technical, programmatic and administrative support. S/he will initiate and manage technical work and activities in designated program areas under Breakthrough ACTION – Zambia. S/he may be responsible for managing and supervising the work of consultants, vendors and junior program staff.
Job Title: Project Driver
Report to: Finance & Administration Manager
Job Overview: This position is to chauffeur staff, consultants, and materials to authorized locations and also carry out pickup and delivery duties as required. The Driver employed on the Breakthrough ACTION-Zambia Project is bound by the policies and procedures prescribed in the Transport Policies and Procedures Manual of the Johns Hopkins Center for Communication Programs (CCP) Zambia Office.
Job Title: Program Administrative Assistant
Report to: Finance & Administration Manager
Job Overview:
The Program Administrative Assistant will provide support to field program management functions of work plan tracking, report preparation, office filing and documentation. S/he will work closely with the Chief of Party (COP), Deputy Chief of Party (DCOP), Finance & Administration Manager and the Monitoring, Evaluation and Learning (MLE) Officer to support the administrative management, monitoring and reporting requirements of the project.

Reports To: Chief of Party & Director of Monitoring, Learning and Evaluation (MLE)
Job Overview:
The Monitoring & Evaluation Officer will provide technical expertise in the development, implementation and management of the Breakthrough ACTION – Zambia monitoring, learning and evaluation project system to assess the project’s performance and communicate results to stakeholders.
Job Title: Finance and Administration Manager
Reports to: Chief of Party
Job Overview:
The Finance and Administration Manager is the primary financial officer of the program. S/he ensures that financial functions support the timely and effective implementation of the program’s technical scope of work. S/he ensures that resources are allocated and used in compliance with agreement requirements, applicable USG regulations, and appropriate standards and procedures. S/he will be responsible for comprehensive financial, operations and administrative oversight for the Breakthrough Action (BA) — Zambia Project, implemented by Johns Hopkins Center for Communication Programs (CCP). S/he shall be the link between the Chief of Party and various project departments and staff in terms of meeting financial and logistic requirements for managing the project office and all field programs. In addition to this, the Finance and Administration Manager will provide oversight and support to all administrative and operations functions (including staff) of the project.
Technical qualifications or specialized certifications: Certifications from completed trainings in financial and award management of USG grants and agreements.
