The Road Development Agency (RDA) is a statutory body whose function is to plan, manage and
coordinate the road network in the country. The Agency is responsible for care, maintenance and
construction of public roads in Zambia. It also regulates the maximum permissible weights on
roads, conducts studies for the development, maintenance and improvement of the road network,
and reviews design standards and classification.

In order to implement this mandate the RDA now wishes to fill up the following vacant positions:

1. DIRECTOR COMMERCIAL & TECHNICAL SERVICES (01)

Job Purpose
Reporting to the Director and CEO, the DIRECTOR COMMERCIAL & TECHNICAL SERVICES is
responsible for management of the implementation of axle load control and operation of stone
quarries, fleet Management, Business Development, and credit control and revenue generation
in the Agency
Main Duties and Accountabilities include:
 Overseeing the implementation of the Axle Load control by ensuring overloading is kept
to an acceptable level;
 Overseeing the operation of stone quarries to ensure profitability to the Agency;
 Manage housing infrastructure and other assets under Portfolio to ensure profitability to
the Agency
 Plan , Manage and ensure RDA has a sustainable fleet vehicles, plant and equipment
 Ensuring the timely preparation and distribution of Technical reports on all works carried
out in implementation of the Annual Work Plan;
 Attending to Parliamentary queries timely;
 Identifying and developing business opportunities within the potential and actual revenue
streams of the Agency;
 Provide leadership and support to staff within the Commercial and Technical Services
 Lead commercial negotiations, making tactical decisions that will lead to added value
 Controlling specific sections of the accounts within the sales ledger and purchase ledger;
 Facilitating a high level of cash flows and minimizing levels of overdue debt;
The successful candidate must possess:

(i) A Bachelor of Engineering Degree and a MSc Civil Engineering or Masters of Business
Administration (MBA) or business related field from a recognized institution;
(ii) Demonstrated relevant experience and substantial track record in commercial or
revenue generating activities with sound project and contract management.
(iii) Membership of an appropriate body such as Engineering Institute of Zambia (EIZ),
Engineers Registration Board (ERB), Chartered Institute of Logistics and Transport;
(iv) At least ten (10) years relevant work experience at senior management level in the
related sectors.

2. DIRECTOR – HUMAN CAPITAL & ADMINISTRATION (01)
Job Purpose
Reporting to the Director and CEO, the DIRECTOR HUMAN CAPITAL AND ADMINISTRATION
is responsible for providing expert professional advice and support to the office of the Director
and CEO and the Board on all aspects of Human Resource management in the Agency.
Main Duties and Accountabilities
 Oversees human resource policies and practices with respect to, compensation, man
power planning, benefits, developing performance management system, employee
welfare/career development program, and employee performance feedback;
 Handles all industrial relations aspects and human capital management to ensure good
industrial practices in the Agency;
 Interprets and implements the terms and conditions of service for the Agency’s
employees;
 Provides sound advice to the Director on all employee relations matters ;
 Coordinates and implements training and development programmes for Agency
employees to ensure training and development programmes address employees’ skills
gaps;
 Maintains good working relations with the Union, Labour Office and other government
officials to facilitate communication with employees on matter affecting them and to
gain their confidence and trust in the Agency’s treatment of employees;
 Ensures cleanliness of Agency offices and surroundings;
 Coordinating recruitment and selection procedures and delivery induction training
 Supervising all Heads of Units under the HCD department;
 Handling all industrial relations aspects and human resource management on behalf
of the Agency to ensure good industrial relations in the Agency;
 Formulating HR Policy on training, Travel, etc.
 Formulating the General conditions of service;
 Ensuring that the Agency complies with the requirements of the labour laws of the
country.
The successful candidate must possess:
(i) A Bachelor’s Degree in Human Resource Administration and a Masters Degree in
Human Resource Management or related field from a recognized institution;
(ii) Membership of the Zambia Institute of Human Resource Management (ZIHRM);
(iii) Minimum ten (10) years relevant work experience at senior management level in a
human capital or human resources position in a reputable organisation.
