Job Summary
Effectively manage and coordinate the procurement of good and services in accordance with the Public Procurement Act, Procurement Regulations, Guidelines and Procedures as may be prescribed by the Zambia Public Procurement.
Key Duties and Responsibilities
  • Assist to prepare and implement the procurement work plan that supports the procurement strategy for timely delivery of goods and services.
  • Prepare the Dangote Procurement Budget in a timely manner and allocation of sufficient resources for the implementation of the Procurement Plan.
  • Conduct market research to identify changes in market trends and best practice, in order to make recommendations on enhancements in the procurement process.
  • Implement the Dangote procurement policies and procedures that support compliance with the Procurement Act.
  • Provide input and suggestions on areas of improvement for the procurement policies and procedures to enhance efficiency and effectiveness in the procurement process.
  • Play an active role in driving customer service with an emphasis on service improvement and process.
  • Coordinate the preparation and signing of contracts to ensure that contracts are favorable to Dangote and are compliant with the procurement laws.
  • Facilitate and monitor the prequalification of suppliers to ensure it is done in a timely manner and the most qualified suppliers are selected.
  • Monitor suppliers/contractors/service providers’ performance and ensure service level agreements (SLAs) and key performance indicators (KPIs) are met, and drive improvement.
  • To establish and develop strong working relationships with customers and third party suppliers/contractors/service providers to ensure that the quality of service provision is consistently managed and challenged to meet agreed service level agreements.
  • Prepare regular reports for management to ensure any procurement gaps are identified and resolved in a timely manner for minimal disruptions in the implementation of the Dangote business strategy.
  • Facilitate the payment of suppliers in a timely manner in order to enhance the responsiveness of suppliers to Dangote needs in the procurement of goods and services.
Qualifications
  • Degree in Purchasing and Supply Chain Management.
  • Graduate Diploma in Purchasing and Supply from the Chartered Institute of Purchasing & Supply.
  • Five years in Public Procurement.
  • Familiar with Public Procurement processes and procedures as prescribed in the P.P. Act 2008 & P.P. Regulations 2011 2.
  • Knowledge in Preparation of the various types of Tender Documents, Procurement Committee Minutes and Statutory Reports.
  • Able to generate Annual Procurement Plans.
  • Ability to conduct market research using Procurement / Logistics knowledge.
