CARE, an International Non-Governmental relief and development organization with various projects in Central, Copperbelt, Eastern, Muchinga, Luapula, Lusaka, Northern, North-western, and Southern provinces of Zambia, has the following vacancy available at Head Office in Lusaka:

FINANCE DIRECTOR (or Program Support Director – Finance)

The successful candidate will have the overall responsibility for the Country Office’s financial policy development, implementation and monitoring and management. S/he will be responsible for the finance department planning, staff management and supervision, Country Office budget, auditing and CARE Canada/CARE International liaison on financial matters. S/he will provide technical assistance, standardization and quality control to sub-offices and direct support to Sector and Program Managers for national projects.

RESPONSIBILITIES AND TASKS:

Develop and implement CARE Zambia financial policies and procedures in liaison with CARE Canada and in line with CARE International standards. Monitor the implementation of financial policies, and regularly evaluate and review policies and procedures.
Plan and organize the Finance department and ensure its development. Provide direction in the process of planning (including department budgets) and prioritization of activities for the finance department. Conduct Annual and mid year appraisals for Finance department Staff.
Lead the preparation and monitoring of the Country Office budgets, financial reporting and internal/external audits. Ensure donor reporting schedules are met in an accurate and timely manner, facilitate internal and external financial audits, monitor and advise project / department managers regarding the status of their budgets in an accurate and timely manner.
Guides cost analysis process by establishing and/or applying and enforcing CARE policies and procedures; providing trends and forecasts; explaining processes and techniques; recommending actions; ensure that projects budgets are based on detailed costing, meet donor guidelines and are of high quality; and working closely with programs staff to develop costed work plans and budgets.
Liaise and respond on all financial correspondence from CARE Canada and CARE International members and other CARE missions. Supervise the Country Office bank liaison and cash flow management, etc
Advise the Country Office on the interpretation of the Zambian Financial Laws. Keep track of the development and change of Zambian Financial laws. Provide financial advice and information to the Country Office and project management. Ensure contract compliance to legal stipulations.
Work closely with the project/sector managers and build their capacity whereby they are not only able to undertake detailed costing of project activities but also able to monitor the actuals Vs budgets and take corrective actions.
Oversee the performance of a monthly review of the CO trial balance to ensure accounts are properly reconciled.
Ensure an effective monthly financial review is conducted at the CO level, review results, and provide observations and recommendations to the Senior Management team.
Lead the year end audit and ensure the working papers are prepared and audit requirements are met.
Review, and analyze with sufficient level of details the COs risk register contents for any foreseeable risk to ensure current, accurate, and reasonable probability ratings applied as per history and justification, and action plans proposed to reduce, or eliminate risks etc.
Team building – Provide leadership, guidance, mentoring and opportunities for personal and professional development to all Finance Staff. Maintain a positive participatory work environment where information is shared; input is considered and a healthy team spirit thrives. Initiate and encourage inter-sectoral Country Office wide information sharing and corporation.

COMPETENCIES

Strong analytical and problem skills
Proven leadership, management, communication, inter-personal, decision-making and analytical skills
Computer literate (especially EXCEL, MS Word, ACCESS); experience with other financial packages and advantage
Highly effective interpersonal and communication skills
Strong presentation skills
Organization and planning skills
Knowledge of donor rules and regulations is an added advantage especially for major donors like USAID, DFID, EU, CIDA, etc
Flexibility and eagerness to take hands -on approach to accounting, budgeting and reporting
Ability to work with minimum supervision.

EDUCATION

Full ACCA, CIMA, Bachelor of Accountancy,
EXPERIENCE

Five years of experience in a similar position and in a reputable organization
Work with NGOs and familiarity with their policies and procedures
