The Common Market for Eastern and Southern Africa (COMESA) is a regional
integration grouping of 19 African States who have agreed to strengthen and
converge their economies through the attainment of full market integration.
COMESA’s main objective is to create a common market and eventually to
become a part of the African Economic Community. More information can be
obtained from the website www.comesa.int.

The Secretariat of COMESA, which is based in Lusaka, Zambia, is headed by the
Secretary General, who is the chief executive officer of the Common Market. He
is assisted by two Assistant Secretaries General, one for Programmes and one for
Administration and Finance.

The COMESA Authority would like to announce that the following post will fall
vacant in June 2018 and therefore candidates are being sought to submit their
candidature for the following post:

1. JOB DESCRIPTION POST ONE

2. JOB TITLE: Secretary General

3. GRADE: Executive Management 1

4. SALARY SCALE: COM$ 141,311 per annum plus allowances

5. PURPOSE OF THE JOB: The Secretary General shall be the Chief
Executive of the Common Market for Eastern and Southern Africa
(COMESA), appointed by the Authority and duties include, but are not
limited to:

6. FUNCTIONS
i Service and assist the Organs of the Common Market in the performance
of their functions;

ii Act as the Secretary to the Authority of Heads of State and Government
and the Council of Ministers and keep the functioning of the Common
Market under continuous examination;

iii Ensure that the objectives set out in the COMESA Treaty are attained and
shall, either on his own initiative or on the basis of a complaint, investigate
a presumed breach of the provisions of the Treaty and report to the Council
in accordance with an investigative procedure to be determined by the
Council;

iv On his own initiative or as may be assigned to him by the Authority or the
Council, undertake such work and studies and perform such services as
relate to the aims of the Common Market and to the implementation of the
provisions of the Treaty;

7. EDUCATION
Post graduate degree in Economics, Management, Social Sciences or related
disciplines

8. EXPERIENCE
15 years in management with a strong leadership role; experience in managing a
large organisation essential. Experience with regional organisations is an added
advantage.

9. WORKING LANGUAGE REQUIREMENT
Must be fluent in English and/or French and/or Arabic (speaking and writing). A
combination of any two or all of these languages will be an added advantage.

10. ADDITIONAL INFORMATION ON THE POST

i Type of contract: COMESA established Executive Management staff
service contract. Remuneration will be in accordance with COMESA
Conditions of service for Executive Management as stipulated in the
COMESA Treaty.

ii Location of performance of the contracts: COMESA Secretariat is
headquartered in Lusaka, Zambia. Successful applicant will be based in
Lusaka but will be required to undertake significant duty travel.

iii Terms of appointment: The successful candidate will be contracted initially
for 5 years, renewable for a second and final 5 year term.

iv Expected time for commencement of services: July, 2018

v Legal form for Competitors: Only Nationals of COMESA member States
are eligible.

which can be accessed on the COMESA website: http://www.comesa.int/. Closing
date of receiving application is 06th February 2018.
